KOKOMO, Ind. (KOKOMO TRIBUNE) - A 25-year-old Kokomo mother faces a felony neglect charge after her 2-year-old child allegedly drank from a cup containing methamphetamine.
A warrant was issued Friday for Heather M. Roe, 25, out of Howard Circuit Court charging her with Class C felony neglect. She has not yet been arrested and police are looking for her.
Roe is out on bail stemming from a 2008 arrest on a D felony illegal possession of anhydrous ammonia, an ingredient used in the manufacture of meth. That case is pending in Howard Superior Court 1, according to court records.
The most recent charge alleges Roe placed her daughter in a situation that endangered her life by having meth in her presence.
Kokomo police began the investigation in December when officers were called to a residence in the 1700 block of North Market Street on a welfare check of a 2-year-old girl, stated a probable cause affidavit filed Friday.
While there, the report states, police noticed marks on the child’s face and began questioning Roe.
Roe told police the injuries to the right side of the child’s face were due to the child falling from the toilet, according to the report. She said the child climbed on the toilet to wash her hands and fell. The other abrasion occurred when Roe scrubbed white-out off the child’s face. She explained the child applied white out to her face to look like makeup, according to the affidavit.
Officers also said Roe grabbed a disposable coffee cup with a filter inside and told police her daughter tried to drink from it. She said she believed the cup contained methamphetamine.
She told police the cup belonged to a friend, who said she was a meth user. The friend was not identified as he was not arrested or charged with a crime.
Police then took the child to the emergency room, where she tested positive for meth, according to police reports.
Concerned with the injuries and the living conditions in the residence, Officer Ty Solomon notified Child Protection Services, which investigated and took custody of the child.
