Scott Small, 35, was arrested on preliminary charges of manufacturing meth within 1,000 feet of a family housing complex, possession of meth within 1,000 feet of a family housing complex, possession of paraphernalia and visiting a common nuisance.

A fourth person, 33-year-old Jason Perkins, was arrested on a preliminary misdemeanor charge of visiting a common nuisance.
