INDIANAPOLIS (WISH) - Police say a man used video equipment on his shoe to look up women’s skirts at Castleton Square Mall on Saturday. Police also say that a teenager may have been targeted.
Sgt. Paul Thompson with the Indianapolis Metropolitan Police Department allowed 24-Hour News 8 in the IMPD property room to take a look at the equipment detectives say David Delagrange used Saturday to look up women's skirts and record the encounters.
Sgt. Thompson described the equipment stored in shoes and a pair of jeans.
"The system started with a pair of shoes that has Velcro mounted on the right shoe that adapts to the camera that was at the base of his right pants leg. Here you can see it has an apparatus that he has fabricated with the camera itself and the wiring going up the pants leg to the remote control and he also has a means to power the system with batteries and to record the data," said Thompson.
Police found a hard drive in Delagrange's car and collected evidence from his Ft. Wayne home.
Detective Mike Schollmeier with Indianapolis Metro Police is investigating the case and says that initially there were two victims but that number has grown. He says he has talked to six victims so far and two more possible victims have left messages for him.
"Right now we are just hoping that if anybody was at the Castleton Square Mall between like 1:00 p.m. and 9:00 p.m. Saturday night that, if they see his picture on the news and they think he was following them, they give me a call and we can go forward with that," says Detective Schollmeier.

Delagrange's Ft. Wayne company is called Delagrange Technologies. It specializes in motor drive boards and circuit boards. Equipment that he perhaps used to store the videos he recorded.
