INDIANAPOLIS (WISH) - The sounds of a rushing wind swept through a makeshift memorial for a 2-month-old infant on a Southeast side porch.
Police believe baby Phillip Robey was starved to death by his mother Bambi Glazebrook .
Investigators made the shocking discovery in Glazebrook's home on the 1200 block of Earhart. This happened after Glazebrook called 911 to complain the infant wasn't breathing.
The 29-year-old is currently in police custody charged with murder. Glazebrook faced a judge on Wednesday morning for a preliminary hearing.
A judge enter a not guilty plea on Glazebrook's behalf.
Police described the boy as just skin and bones he was pronounced dead at a local hospital.
A cousin for Glazebrook tells 24-Hour News 8 she called Child Protective Services several times and she even reached out to police because she had grave concerns about Phillip's health.
Stephanie McFarland, with DCS, admits that department workers received a report about the infant, and that workers were in the process of locating him and his mother.
There are some reports that DCS workers went to the wrong house. McFarland would not comment on that question.

The director of the group Sandy Runkle, adds that being persistent in reporting child abuse can help save a child's life.
"Re-report. Don't think just because you reported once that it is enough. Keep reporting,"said Runkle.
Key information you should know when reporting child abuse is the name, address, and phone number of the abuser. Also a description of what you saw and heard. Lastly, log everything you know about the case.
