INDIANAPOLIS (WISH) - The Indianapolis Metropolitan Police Department received a report on Wednesday of a white male driving a moped scooter around the 5000 block of Chalan Court while holding an infant.

When officers arrived, they found a black Yamaha moped parked in front of the reported residence and the reported white male standing outside.

The man was identified as Patrick Monaghan.

Monaghan asked the officer if he had arrived in response to the incident. The officer then handcuffed Monaghan.

A woman carrying an 11-month-old child came out of the residence.

A member of the apartment’s management was passing by and identified Monaghan as the driver of the moped.

Monaghan proceeded to say he was just trying to have fun with his daughter and that he meant her no harm. He also said he had been doing this for days and no one had said anything.

Another witness said she had seen Monaghan pulling into the complex on the moped with his daughter in his arms just that day.

Patrick Monaghan was arrested for child neglect and neglect of a dependent for knowingly placing the child in a dangerous situation, a Class D felony.

Monaghan was taken to the Arrestee Processing Center by Marion County Sheriff’s Department deputy majors.

The child was transported to the Department of Child Services by a DCS employee.
