WINCHESTER, Ind. (WISH) - A Randolph County Grand Jury has indicted four people following an investigation that started in early July.

A 17-month-old child was taken to St. Vincent’s Hospital in Winchester with internal injuries in early July and was later flown to Peyton Manning’s Children’s Hospital in Indianapolis.

That child is still recovering from those injuries and a Grand Jury convened on Oct. 1 to review the case for charges.

Four Ridgeville residents were arrested Thursday after warrants were issued by the Randolph County Grand Jury.

Todd Phenis Jr., the child’s stepfather, was arrested and faces preliminary charges of aggravated battery, a Class B felony, and neglect of a dependent, a Class B felony.

Destiny Phenis, the child’s mother, was also arrested and faces a preliminary charge of neglect of a dependent, a Class B felony.

The child’s step grandparents, Russell T. Phenis and Melissa Phenis were both arrested and are facing preliminary charges of neglect of a dependent, a Class D felony.

All were taken to the Randolph County Jail.
