Four Ridgeville residents were arrested Thursday after warrants were issued by the Randolph County Grand Jury.
Todd Phenis Jr., the child’s stepfather, was arrested and faces preliminary charges of aggravated battery, a Class B felony, and neglect of a dependent, a Class B felony.
Destiny Phenis, the child’s mother, was also arrested and faces a preliminary charge of neglect of a dependent, a Class B felony.
The child’s step grandparents, Russell T. Phenis and Melissa Phenis were both arrested and are facing preliminary charges of neglect of a dependent, a Class D felony.
All were taken to the Randolph County Jail.
