Ex-highway chief expected to plead guilty to theft

LIBERTY, Ind. (AP) — A former eastern Indiana highway supervisor is expected to plead guilty to felony theft for billing Union County for personal cellular phone calls in exchange for prosecutors agreeing to dismiss three other theft charges and a charge of ghost employment, all Class D felonies.
The Palladium-Item reports a verified notice of intent to enter a plea of guilty was filed with the court Thursday for Wanda Hartman. The agreement doesn't include a recommended sentence. Hartman is scheduled to enter the plea Monday.
The plea agreement covers 279 minutes of personal calls.
Hartman was to plead guilty in August, but Union Circuit Judge Matthew Cox rejected a plea agreement because he said it didn't meet the ends of justice. Defense attorneys then asked for and received a new judge.
