CARMEL, Ind. (WISH) - Nearly two years ago, Carmel High School adopted a new bullying policy after a hazing incident on the Carmel High boy's basketball team.

But after two students were accused of urinating on another student in a locker room shower recently, 24-Hour News 8 questioned the policy.

In the latest shower incident, Carmel Police Department said no charges will be filed against the two accused students because the victim's parents do not want to pursue charges.

Police said the school is handling the case. The school refused to tell 24-hour News 8 what, if any, punishment was handed down to the two students.

So what is Carmel's policy on hazing? 24-Hour News 8 reporter Daniel Miller went to the administrative office to get answers.

May 17, 2010, Carmel Clay Schools sent out a report to the community, completed after a hazing incident on the Carmel High School boy's basketball team. It detailed Carmel Clay Schools’ course of action and recommendations for the future.

Fast forward two years, and there's another incident under investigation at Carmel High. We wanted to know how an incident like this could happen at Carmel High after the changes that were to be put into place after 2010 incident.

An e-mail to the superintendent and the Carmel School Board garnered no reply.

The only response 24-Hour News 8 got was a copy of Carmel Clay Schools’s student discipline procedures, from school spokesperson, Tricia Reynolds. The e-mail also said the school would not confirm or deny any student misconduct.

The 2010 report mentioned changes that were made regarding supervision plans for athletic teams and group, but when 24-Hour News 8 asked for more specifics on those changes, school officials declined to speak on camera, and refused to provide a copy of relevant documentation. 24-Hour News 8 filed a Freedom of Information request for that information. Carmel Clay's spokesperson said they will have the documents for that request in 24 hours. We'll keep you updated.
