WESTFIELD, Ind. (WISH) - The City of Westfield has signed a Memorandum of Understanding with Citizens Energy Group for the city’s water and wastewater utilities. If approved by the city council and Indiana Utility Regulatory Commission, Citizens will have control of Westfield’s water and wastewater utilities.
The idea of a transfer was first announced in April. Carey Lykins, President and CEO of Citizens Energy Group, says Citizens has expressed interest in Westfield’s future and development. The utility company will ensure the city has enough water supplies necessary for a growing population and economy.
"By creating Citizens Utilities of Westfield, an integrated water, wastewater and gas utility, we will provide outstanding customer service as we ensure Westfield has the water supply and utility infrastructure it needs to continue growing.”
The city is expected to receive $91 million is proceeds from the deal. That money will be used to pay off recent infrastructure projects including roundabouts and trail improvements. Westfield currently has a $45 million debt from the projects.
"In the next five years, Westfield's growth is expected to continue, with more businesses attracted by improvements to U.S. 31, the addition of Grand Park and our world-class school system," Westfield Mayor Andy Cook said. "The transfer of our utilities will allow us to pay off our debt, invest in needed improvements to relieve congestion and improve access, all while partnering with an experienced and trusted utility partner that will provide outstanding customer service and operational savings to hold down future water rate increases."
Citizens Energy Group and the City of Westfield have agreed that no city employees will lose their jobs as a result of the utility transfer. The utility company plans on providing pay and benefits to employees competitive with their current compensation package. Furthermore, employees will need to complete pre-employment requirements.
The City of Westfield has organized four public meetings to keep residents informed on the transfer:

Wednesday, October 17, Oak Trace Elementary School, 7-8:30 p.m.
