INDIANAPOLIS (WISH) - The Indianapolis police officer accused of hitting and killing a motorcyclist and injuring two others was previously disciplined by the department.

24-Hour News 8 submitted a public records request for Bisard’s personnel file. We received that email Friday at 5:38 p.m.
In his file are standard items, such as his graduation from the police academy as well as his transition to the K-9 team. But, his record also shows he was suspended for one day without pay on May 28th for violation of Section I, Subsection A; Section III, subsection A; and Section VI, subsection B of the rules and regulation.
The rules violations all relate to insubordination:
Section I, subsection A-Members shall obey all written and verbal orders, rules, regulations, policy, and standard operating procedures of the department.
Section III, subsection A-Members shall not be insubordinate or act with disrespect to any supervisor or appointed police administrator.
Section VI, subsection B-Members shall not act with disrespect to any other employee of the department, sworn or civilian.
