IMPD makes leadership changes

INDIANAPOLIS (WISH) - Indianapolis Police Chief Rick Hite announced new leadership changes in his administration on Monday.

Hite promoted Southeast District Commander Ron Hicks to Assistant Chief. Lt. John Conley will take Hicks’s old position and become the new Southeast District Commander.

This promotion happened after former Public Safety Director Frank Straub demoted the two for allegedly not responding appropriately during the David Bisard investigation. In 2010, Bisard was accused of killing motorcyclist Eric Wells and injuring others while drinking and driving on duty.

Since the demotion, several reports were released that dismissed the accusations against Conley, Hicks, and former Assistant Police Chief Darryl Pierce, who is now retired.

Hite gave a several reasons why he is promoting Conley and Hicks.

"These guys are strong leaders and excellent role models for our officers," said Hite.

Shortly after Hicks and Conley were sworn in, the question was posed if today's leadership moves were vindication.

"Yeah, there is that feeling of that it's been a long time and it is nice this day is here,"said Conley.

Both Conley and Hicks boost more than 60 years of police experience.

"It means a lot to me he has trust in me to help led the department," said Hicks.
