INDIANAPOLIS (WISH) - UPDATE: Metro Police tell 24-Hour News 8 that Fiona Lee, the mother of a three-year-old girl shot to death Thursday, has been arrested for felony neglect.

Police say Thursday afternoon, there was a shot fired inside a home at 203 N. Sheffield. The bullet hit Anesti Lee Allen, 3, in the head.
Officers say her mother, Fiona, carried her and her teddy bear outside to wait for an ambulance. A man working near-by heard the cry for help.
Robert Tremblay, "The child wasn't moving at all. I have a little eight-year-old. It touches home, you know? So when I go home, I'm gonna...I can't imagine, you know?"
Medics detected a pulse and rushed Anesti to Riley Hospital where she was pronounced dead.
Police say when they searched the home, they found drugs and drug paraphernalia. However, there is still no word on how the girl was shot or where the gun came from.
Police say there were several other children in the home at the time.
