KOKOMO, Ind. (Kokomo Tribune/WISH) - A man convicted twice of promoting prostitution in the last 10 years is back behind bars after police say he was “peeping” on unsuspecting women, according to our newsgathering partners at the Kokomo Tribune.
Thursday, Howard County sheriff deputies arrested Arnold L. Duncan, 58, at his home in the 1000 block of North Korby Street on a Class B misdemeanor charge of voyeurism.
Kokomo police say they requested the warrant after receiving a complaint May 14 of Duncan looking through the window of a neighbor.
Duncan is being held at the Howard County jail on $6,500 bail.
Duncan first came under Kokomo police’s radar in 1997 when they received complaints that Duncan had been making phone calls to women and requesting they perform erotic acts in front of an audience.
Statements released by the Kokomo Police Department in 2002 state Duncan made phone calls to at least 15 different women. In almost all of the cases, requests to perform erotic acts in front of an audience were made to the women by someone identifying himself with feminine names.
Four years later, police say Duncan got bolder and started approaching women in person. That’s when police nabbed him on a Class C felony promoting prostitution.
According to court records, Duncan pleaded guilty in October of 2003 on the Class C felony promoting prostitution and sentenced to three years, with six months in jail and the remainder on probation. He was released after serving three months of the term.
After being released from jail on probation, police arrested Duncan again on the same charge after police say he made sexual advances to several women.
In 2005, Duncan pleaded guilty once again to a Class C felony promoting prostitution and was sentenced to eight years in prison. He was released in January 2010, according to the Indiana Department of Corrections.
If convicted on the latest charge, Duncan could get up to 180 days in jail and pay up to a $1,000 fine.
