"It seems to me all hell has broken loose." — California Superior Court Judge Kathleen Kennedy, to attorneys, after receiving notes from jurors during the trial of several Bell, Calif., city officials convicted a day earlier on corruption charges. Kennedy declared a mistrial after jurors deadlocked on the remaining 42 counts.
