Video: Pendleton Police Chief gets emotional during press conference

PENDLETON, Ind. (WISH) - Pendleton Police Chief Mark Farrer got emotional Friday morning when he broke the news that an innocent bystander lost his life during the standoff.

Farrer said the victim was a close friend and was just in the wrong place at the wrong time.

Officers said the standoff began around 11:00 pm at Water and East Street in Pendleton with shots fired at the officers.  The bystander was just driving through the area and was caught in the cross-fire.  A police dog was also killed and two police officers received non-life threatening injuries.

The suspect has been identified as Jim Kenneth Bailey. He is described as a 5-foot-11 white male, who weighs approximately 200 pounds. He was wearing black shorts and a gray T-shirt.
