INDIANAPOLIS (WISH) - A new plan is in the works to help preserve buildings in the center of Indianapolis. But will it affect development in the vital commercial center?
The Indianapolis Historic Preservation Commission (IHPC) wants to create a Monument Circle Preservation District. It would consist of six blocks located in the heart of downtown.
"The plan puts in place standards and guidelines that the IHPC would use to review any alterations any people propose to do to the exterior of the building," said David Baker, IHPC administrator. "The whole area around the Circle is probably one of the most special places in the State of Indiana certainly in the City of Indianapolis."
Indianapolis Downtown Inc., an organization that focuses on downtown development, is taking a neutral position on the preservation plan. However, it is encouraging business owners to get involved in the discussion.
"If there is something they perceive is going to limit that growth and the progression of downtown, then they are a little concerned. Our response to them is go have a conversation; be a part of the process," said Bob Schultz, vice president of marketing for Indianapolis Downtown Inc.
The city says preservation districts don't impede progress. The Wholesale District, which includes Georgia Street, is an example. That preservation district was created in 1990.
"Being a historic district has not hindered anything. I would suggest it has promoted and encouraged the development that is down there," said Baker.
The Indianapolis Historic Preservation Commission will have a public hearing on Sept. 26. The Metropolitan Development Commission is expected to have a final vote on the Monument Circle District Preservation Plan on Oct. 16.
