INDIANAPOLIS (WISH) - A scooter summit is pushing for stricter regulations in Indiana law. Law enforcement, lawmakers and scooter enthusiasts took part in an hour long talk about how there are very few regulations for scooters.
“There wasn't a lot of people that could afford them, but as they've gotten on the market as used ones now, more people can afford them. They're 2 or 300 so we're seeing a lot more people using them,” says Jason Cullum, an Evansville Police Officer.
Cullum drove from Evansville to plead with legislators for more regulations. He wasn't the only one. Officers say without Indiana requiring registration and insurance there are a lot of people driving scooters that shouldn't be allowed on the road.
“They're back on the roadway and they're traveling at 25, 30, 35 miles an hour and they're displaying the same bad driving habits that they had in a car, and it's leading to a lot of accidents, resulting in tens of thousands of dollars in property damage as well as injuries to the scooter operators,” says Cullum.
According to ABATE, the American Bikers Aim Toward Education, in 2010 there were only eight scooter fatalities, in 2012 there were 24 and so far in 2013 there are 14.
State Representative Suzanne Crouch says the law is behind the times.
“There's problems with the definition because it hasn't been updated, he definition of what is not a motorcycle but is another type of scooter, because that definition hasn't been updated since the 60s,” says Suzanne Crouch, District 78 (R).
Scooters can go up to 65 miles an hour or sometimes more. Police say with no accountability scooters can weave in and out of the law.
“We don't want to eliminate scooters all together, we just want to make sure that it's a level playing field,” says Cullum.
State Representative Milo Smith has introduced a bill updating the scooter laws three times.
Last session, his proposal passed the house, but died in the Senate. This session, he says, he hopes to at least get the support of the Senate on requiring having a license plate, registration and insurance.
